Winter League question

Someone in our online league pointed out that when he goes to the transaction menu for any players in our Winter League (WL) its says sending that player to any other minor league level is a Demotion.

In the league set up the league is set as a "Winter League". If I set it to any other level the promote/demote is right.

Is the WL not considered a Rookie league or lower? Or is this how it is supposed to be?

Anyone know what I may be missing that is causing this?

Winter League is not like in real world in the game it's considered a "major league" just like an Internstional or Indeoendent league.

That is definitely what it is looking like but I thought (pretty sure) that I had players that became upset when I "demoted" them from my rookie league team to the Winter league team during previous seasons. I seem to remember that when I had changed our winter rookie league to just a winter league a few seasons ago. Did the 'level' of a Winter League change with OOTP16? Might just be my old brain messing up.

That might be I have not use a winger league myself since version 14

I didn't even know you could do a winter league...

Is that part of the regular set up?

We had it set up as a Rookie league for many seasons. Then at some point Winter Leagues were added. I then went into the league set up and changed our Rookie League (which plays over the winter) to a Winter League. It seemed to work how I thought it did, was a league lower than a rookie league, but now it seems it is actually a Major League.
