Draft Without Negotiations

I the game setting you have the option of having a draft but unchecking the negotiate with draftees. If you don't negotiate, then do they just automatically become minor leaguers for your organization?

no cost, either. just minor leuage contracts without signing bonuses. they go right into your lowest minor league after being drafted. make sure to place them if you don't have the AI control that stuff.
