another problem

I was wondering, I have this league where the players in the league or controlled by people and I was was wondering is there a way to turn off the thing that doesnt allow contracts to go through.

You know how in the game you have to offer the right contract in order for them to sign on the team. Can you turn that off so you can give them the contract they did that they signed with there team and still keep the finacial system?
