Expansion teams & draft

I was messing around with a small 10 team fictional league, just checking out what the new FHM 2 can do. I decided to try an expansion, but maybe I'm missing something but since the draft happens on Jun 25th and you cant initiate expansion until July 1 that means the expansion teams cannot participate in an entry draft prior to their first season. Is that right? Maybe I'm not understanding correctly, but doesn't that mean the first year is kind of a waste for the expansion teams since they basically have zero prospects to develop in a farm team or even on the pro roster?

That's the way it works right now, unfortunately, since the expansion teams can't appear in the game until after the annual changeover, which is July 1, after the June entry draft. We're looking at ways around the problem, but it's going to be fairly complicated to change.
