Can't find editor for population

I have spent far to much time not playing and trying to set up a 1940s fictional league. I checked the manual and realized I don't know where my installation directory is. I would like to use the nations file, but I can't seem to find it. Any help would be greatly appreciated.

There is no "nations" file in OOTP 16. What you're probably looking for is a file named "World_Default.xml".

Thank you albatross11 for your quick response, however I am still lost. I searched my. Ootp folder for that name and it came up empty. I did find a TAR file called world, but I could not open it. I have worked on the nations. Txt in previous versions. Are there any other leads for me to follow? Thanks
