How to prevent CPU from releasing players?

When I auto sort my minor leagues the CPU always releases players, despite several clubs being short of maximum allowed players.

For example my A ball team has 17 players but allotted 25...double A 19 players but allotted 25 etc.

Looks like it would fill those clubs up before releasing players.

My "control settings" are all set to my control. No CPU control settings whatsoever.

This may be the 'disappearing' minor leaguers bug someone reported and I think they are fixing in the pending any day now patch? I could be wrong ;-)
