Small market fictional league

I've always created fictional leagues using big cities as locations for teams. I was wondering what the best way possible was to create a fictional league only using suburbs of one large city for teams? I know you can set a league to be based in a specific region of the country but this would have to be even a smaller region than what is provided. I figured I'd have to manually input the towns/cities but I wanted to make sure each team had appropriate financial limitations, talent pool, etc.

you can set the region to the state level (so you only get Ohio cities, for example). Other than that, it would be a manual process to enter alternate cities. Not sure how the market size works for cities that are manually input that don't actually exist in the xml file (might be able to make your own manual adjustments on that as well... not in a place to test it myself right now).

If you feel like poking around the world.xml file, you can always go in there to see which cities are already input into the game (with population sizes/etc); and if you're feeling ambitious, you can add in more small towns if you want to put them in with their actual populations/etc.
