I think the highest I see an AI team spend is 3X the base limit.

Oddly though, in OOTP16 I have been noticing most AI teams not even spending to the base limit even though they have lots of money in the bank. Never seen that in the other versions, teams tending to like spending on developement

did you set it to use entire budget or owner has control over it? plus, the owner priority is new and affects the budget in various ways.

i think it's 4x, not that it makes a difference. there is a cap. just add an extra digit and it will show you the max value.

24mill / 36mill with baseline of 6/9 default in finance settings. scouting/development, respectively. if it's 3x then the base is 8/12 - whichever.
