I'm thinking about adding feeders to my fictional game. I have used them in the past and have seen great draft pools and then have had games where every year they are crappy, so I'm debating if it's worth it.

I don't think it's possible.... These two sets of values must be equal to each other. They are one in the same: age rules for the roster.

Edit: What specifically would you like to accomplish? Maybe together we can achieve it for you.

I just set up feeder leagues for my fictional game (160 college teams, 60 HS teams) and as I was going through looking at the initial group of players on the teams, most of the pitchers that are labeled SP only have two pitches. Has anyone else noticed this with feeder leagues?

I'm tempted to just randomly create prospects for the draft and have them be random talent levels.

Same here. I think it resembles real life for high schoolers well, but most college starters have at least 3 pitches. The AI (as I do) view these guys as relievers and hold off on drafting them.
I have a lot of feeder leagues (8 HS, 4 College, and 1 academy (labeled as a college)) so enough SP are created. I forget how many teams but there's quite a lot, more than enough for 60 rounds.
