How do i sign players from Japanese & other leagues

Hi,

New to the game and only just started getting into baseball some I am unfamiliar on how you go about getting players from the Japanese & other foreign leagues or is it case of having to wait until they become free agents. Any help/education on this would be appreciated

Sometimes they'll post them (there's a tab under Free Agents, I believe), but I haven't seen one on a little over a year in-game.
