Question re: Performance loss

When a player is injured and day-to-day, there is a "performance loss" percentage. Let's say it's 25%: Does that mean that there is a 25% loss off a player's maximum abilities (in which case he'd be playing at 75%), or does it mean that the player is now playing at 25% of his maximum?
