What is this based off of?

I'm currently ranked 15th in the NL with plus defenders at every position but catcher.

When I had this as a goal, I went out and got players who had at least a 15 defense at their position (even pitchers), and ended the season in 1st for defensive efficiency.

Is this a question about the goal, or about the stat itself?

The stat is simply what percentage of balls put into play that your team converts into outs.
How far into your season are you? It's possible that you have just run into some temporary bad luck. Also you say that your defenders are "Plus Defenders" but do any of them have low error ratings?
