Owner Goals + Can't Fulfill One

I'm GM Royals -owner says I have to sign Wade Davis to a long term contract - Davis is going to cost 9-13 mil for multiple years and my extension budget is 0

How can I accomplish this?
What happens if I don't do it?

I'm not sure I want to sign a reliever that much that long?

Trade other players to reduce your salaries in future years, i.e. players with big arbitration estimates or long-term contracts.

It will increase the owner's anger toward you. In the end, it may not matter if you accomplish other goals and/or win big... or it may be the final straw.
