Manager's control

I am playing as manager and general manager in commissioner mode. Under manager’s office – control & auto-play settings – team control settings, in all the selections I am listed not the assistant gm or a bench coach. When I go to my team’s lineups- lineups overview – available actions, only the bench coach is listed to make lineups and not the manager. Same with selecting the pitching rotation. Only the bench coach not the manager. In OOTP15 both the manager and the bench coach were listed under available options. Also under strategy only the bench coach is shown. Is that the way it's supposed to be? Am I missing a setting? Thanks.

You are the manager, ergo you would just be asking yourself to make that decision.
