Not very tech savvy question
I have pre ordered 16 my question is can I download to an external hard drive on my old laptop then in a month or so hook up the external hard drive to my new laptop?

You can do it via an external drive but I haven't had good results. I have found ootp to load and save very slowly when using external hard drives. Ootp processes a lot of info constantly.
If you are going to use an external then make sure it is at least a USB 3.0 external that is plugged into a USB 3.0 port on your computer. |

With the steam key you can play it on all your computers, it will keep the same league going no matter what computer you use.

In addition to the above replies, OOTP is very easy to license and unlicense while keeping a similar data path. Some versions ago I had the game installed on three computers one of which I used on the road. It was very simple to unlicense computer 2 and license computer 3 at will. There was never any trouble. A USB drive and 7Zip made league files easily transportable.
Steam has rendered that need moot unless one doesn't use it.
