Can A Stream Key Be Unlicensed

Are you trying to give it (sell it) to someone else? Steam has a policy on this. My initial read is that you cannot, but that is just a quick impression. Some games can and some games cannot be transferred.

If you are not trying to pass it on please elaborate. There is no "need" to unlicense a steam game because you don't need to move it in any physical way.

Edit:

The Steam concept is different than a direct download. You should not expect it to be licenced like the normal game downloaded from OOTPD. Especially not if it is the steam key you got as a bonus.
