Are you able to run/install OOTP 15 on a phone that runs windows 8? If so could someone please direct me to a link that would let me know how to do that.

No, sorry, we do not offer a version of OOTP or iOOTP for Windows phone or for Windows RT (used on some Windows Surface devices).

Are any of the generic tablets running windows 8.1 compatible?

General types I mean
iView 7" Tablet 16GB Quad Core Windows 8.1 - Walmart.com

Nextbook 8" Tablet 16GB Windows 8.1 Bonus 16GB Micro SD Card - Walmart.com

I'm trying to find a way to reasonably easy way to carry the game for on line league needs.
