Intl Free Agent signing

Can anyone explain why my owner refuses to let me make this offer?

I even changed the financial settings to remove owner decided over budget to make entire revenue available but I was told I do not have enough money available.

Please explain.

Well maybe someone noticed you're offering $400,000 more than the player wants.

Well, that's on purpose. I only have 2 Intl Free Agents I want so I offered more than they want hoping to outbid the competition and spend the $3M maximum without having to negotiate and exceed $3M.

Kinda beat the competition to the punch.

My uninformed guess is that signing bonuses are paid from cash and you don't have any.
