where to force trades?

I can not seem to find where to force trades in ootp15. I am not assigned to any team, but have commissioner mode checked. I just want to bump along through 2014 and move players according to where they were trades during the actual 2014 year, thus arriving somewhat at a year end roster. But when i go to the league transactions/trade/intiaite trade screen it says I am not a manager or the league does not allow trading.

any helps?

Assign yourself to "Acting As" manager for one of the teams you want to make the trade with.

i thought i could burn through them all without doing that, from a commissioner point of view. Thanks for that, guess i have not tried to do this type of thing all at once before.
