When do edited ratings change?

I am trying to turn an infielder into a "super utility" guy who can also play all 3 outfield positions. Ive edited him but nothing has seemed to change in his ratings; still listed as 1 in the OF.

I read you can request a scouting report to update things but I cant seem to get that option. Followed the steps in the Online Manual with no luck.

What am I doing wrong? I know I did this in OOTP 13.

Note--- Ive probably played 2 weeks since the edit thinking it would automatically change over time.

Hmm...It seems to be this player only. I just edited a couple of other guys and their ratings changed..This guy (Dickie Thon Jr) nothing changes..

The next scouting cycle. So if you have reports coming out monthly, their ratings will change on the first day of the next month.

Go to league settings, scroll to very bottom of column on left and other "other options" click "run OSA and human scouts rescout."
