Why can't I develop players?
I haven't had a player come through my minor leagues amount to anything more than a good reliever or 5th starter in decades. That is unless I pay god awful amounts of money to sign 5 star internationals. Why don't I have anyone surprise? I have plenty that tank.
Do you leave pitchers as starters to get innings or if a guy is clearly a reliever, do you just set his force use as a reliever? Do you actively manage promotions/demotions or do you just let the AI do it? I don't use coaches...just annoying to constantly have to hire/extend all of them. Would this have something to do with it? |

How good is your team? If you are good every year the draft can be frustrating. If you are bad then you should get 1-2 players each year that have a chance to be very good.
Are you seeing flame outs? Guys who look like Mike Trout then collapse? You might want to look at aging/dev modifiers. You can let the AI handle promotions demotions but must supervise and use the lock feature to keep prospects from being promoted too soon or to keep certain other prospects from being blocked. You need to cull the minors of dead weight. Certain players will block prospects because of current rating but have no hope of making it. You need some of these guys at AAA but not lower. Edit: make sure the prospects who look viable actually play. Force start them, keep up with their stats and don't hesitate to put them at a level where they will succeed.

You know about Work Ethic and Intelligence, if you have Personalities Personalities on? If you are not paying attention to those factors when you draft, you are behind the eight-ball again because the AI sure does. Players with low marks in those categories develop slowly, if at all. The only other thing that I can think of is Leadership. Team leaders are known to positively affect young player development.

Coaching is off completely. I have used the promotion lock to keep prospects at a certain level and force start at x position to make sure they start over the dead weight.
Generally I am drafting towards the end of the rounds, but man you'd think I'd hit on someone once in a while. I'll keep an eye on the personalities. |

Sounds to me that you want more diamonds in the rough. OP says unless a guy is a 5 star player, his prospects don't amount to much but a 5th starters or reliers (I guess also bench players and utility guys?)
Raise TCR. It makes development non linear the higher it is. (Good or bad) Your players may be developing fine but they are only reaching their initial potential ratings which suggest that they are ordinary role players (especially if you are always picking late) Or you could be mishandling your farm system. my intial scout was projecting 4-5 star potential for guys in my system that ended up being .5 star potential players 3 years later. i ended up firing him and hiring a new scout who has been much much better in the draft, although hes missed on almost every pitching prospect.

I turn scouting off. It's still as much of a mess as it was when Markus introduced it. A half baked feature that never got any better once the following years version was released.

Maybe it's just me, but I started playing in version 12 and scouting is miles better then it was before, especially starting in version 14.

Don't die by that. I promote early and monitor performance. You may be surprised at the results. If they don't do well send them back down, it's not a tragedy.
If they do well the feedback loop in the development engine can do interesting things.
