Question about the rule 5 draft

I have the 40 man roster turn off and the rule 5 turned on. I noticed all my players have the # meaning they are rule 5 draft eligible. Is that right? will even my active players be eligible?

They likely are eligible. The 40-man roster is the protected list for the current Rule 5 draft. No protected list suggests eligibility to me. Should be both or none to work right FWIW.
