Drafted prospects asking too much money in Dutch League

Hi!
Is it normal that a prospect in the Dutch League (Honkbal) asks for over 1 million dollars as signing bonus?
Teams have a budget around 600K.
Does this means teams can never sign their drafted prospects?
I have a bit over 100k to give to free agents, no way I can give them over a million.
Game bug?

check your league settings. There's a section to set ceilings on those amounts that you'll have to adjust (don't have access to OOTP at the moment to give the exact spot).

had the same thing with a fictional league I setup starting in 1871 where I had a pittance to use on free agents, and they were asking for $3 mil for a signing bonus.

quick adjustment in settings fixed that.
