Changing Player Position

When you change a player's position to a position where he has no rating, does he receive a rating over time? Does it improve as he gets more experience?

It depends. You won't have much success making a SS out of a 1B. Look up the position spectrum to get an idea. Also look at the specific skill ratings ie range error arm dp. A weak armed 2B is not going to be more than average at 3B or SS. Poor range will not make a CF.

You may know this already but getting reps in spring training is also very important. Players learn positions during the spring at a slightly accelerated rate. In any event, it is a slow go.

At the more demanding positions, there are minimum component ratings (Range, Arm, Error, Turn DP) to get a rating at all. So a guy with a 3/20 Turn DP rating will never get a 2B or SS rating no matter how long he plays there, and a guy with a 3/20 IF Arm rating will never get a rating at 3B. Those minimums aren't especially high (they're highest at SS and CF), so if a guy's component ratings suggest he'd be capable of playing a certain position, he'll get a (very low) rating there with just a couple of games of experience, and that rating will improve with further experience there.
