Scouting Oddity
When going through the draft, I noticed that the current future potential ratings listed on the draft board don't match the ratings my scout has upon pulling up their actual scouting report. For example, the highest rated player on my big board shows a 70 overall, where OSA thinks he is a 21 and my scout thinks he is a 75. Similarly I found and player my scout thought was an 80 potential(OSA 34) ranked as a 46 on the main draft board. Any reason for these discrepancies? I am thoroughly confused. And to potentially answer a follow-up question, I don't have any of the scouting modifiers like leave standard or AI evaluation turned on.

The scouting report is a static snapshot in time. It should be marked with a date. The rating on the player's profile screen (which should be the same as what appears in the draft pool list) is the current rating.
