Right to refuse minor league assignment

Does this work? I'm playing a regular 2014 MLB franchise and am able to send anybody I want down, including 15 year vets. I have the "disable right to refuse minor league assignment" unchecked. I had the same problem last year in 14, I could send anyone down and I'd often see the AI teams send down guys like Jason Giambi. In real life I would expect almost all veterans like that to refuse the assignment. This isn't a game breaker, but I'm just wondering if I'm missing a setting here or something.

Can't test this right now, but I know I have had players refuse in the past. So it works at least partially.

I reported this in OOTP13. I never had the problem as a user but this feature never worked for the AI. Im not sure if its a design choice or not but this rule do not apply to the AI.

As for the user, I know the player only can refuse once. Maybe the players are just not refusing? Maybe they accept if they play terribly?
