But where exactly did the baseball card and facegen change options/features go in the player pages? I'm not seeing it at all in the "available actions".

Were these options moved? Or am I just wayyyy too tired and it's found easily?

Sorry, I'm still not finding it. I believe in OOTP14 it was always available when viewing a certain player. Where exactly is the edit tab for each player?
