Of course overall rating means something. That pitcher in the OP looks great, but drop him in a league with a bunch of guys who are pushing 90+ in control/stuff/movement? Suddenly he isn't so impressive. Likewise a 50/50/50 pitcher looks like a dud, but if his peers are in the 30s? He's an ace. I would argue this is even better info for batters if the game is set to compare by position rather than everyone.

Raw ratings and overall ratings are both necessary to get the whole picture. One without the other just doesn't cut it.

OOTP 15 should resolve your issue. This is directly from their press release:

NEW RATINGS SYSTEM
In previous versions of OOTP, the player ratings were absolute numbers based on the hidden internal player ratings. The problem with this approach was that you didn't know if a 60/100 power rating was actually above or below league average. OOTP 15 introduces a new optional rating system which calculates average player ratings for all positions at the start of the season and then displays player ratings throughout the game in relation to those averages. So, for example, you'll know that a 60/100 power rating is actually above the league average (which is always 50 in the 1-100 rating scale) - by one standard deviation, to be exact (for you math heads).

not sure it will. the reliever in OP was set up as a starter, so even on new system he would be compared with starters where he would be projected to be marginal again, or did i miss something in the announcement?

There's no way. As I pointed out in my post, I am positive that his rating would skyrocket if he was switched to reliever.

There are certainly a few valid arguments as to the pointlessness of overall ratings. This guy is not one of them.
