Setting Up a Feeder League

I've recently created a new Fictional League which has 24 teams (2 leagues, 3 divisions in each league, 4 teams in each division). I've never used a feeder league, but the concept appeals to me because of the expanded statistics that can be used for drafting. Can anybody help me out with creating an ideal feeder league so I don't have an excess/shortage of players? Thanks.
