Incomplete player development lists: feature or bug?

I have been noticing that you get strikingly different lists of players whose current and potential ratings have changed, depending upon where you look.

A recent example:

The email "Player Development Update" lists only two changes, both fairly obscure young relief pitchers in short season A.

Looking at my major league team report for "Player Development Report" I see 9 players listed, including the two young relievers, 4 rookie ball players, and 3 from my minor league complex.

Looking at my AAA, AA, and A team report for "Player Development Report" I see at least one other player listed for each team.

Then I start going through individual players' player development reports, and I see quite a few other players have had changes.

In fact, the really big news for the team turns out to be that the major league starting catcher and the top pitching prospect at AAA each have suffered a ratings hit -- and neither change is mentioned in any team report.

So what does this mean? Is it that tiny changes (which might cross the threshold of turning a 6 into a 5, but actually inisgnificant) are only shown on the individual player's report, and the large significant changes are shown on the team reports... such that the feature is working as intended?

Or is it that something is going wrong with the player development reports, such that some are getting included, but some (including some of the most important ones) are getting missed?

By default, it only shows "notable" changes, whatever that is exactly supposed to mean. There's an option on the Player Development Report (upper right, I think) to change it to all players.

Yes, but from my experience it seems the ones deemed "notable" make little sense -- unless under the hood those are the ones involving large movements.

Certainly, major players gained and lost potential, but failed to be mentioned.

And this really does not explain the emailed list.
