I love this game, but the scouting aspect has had issues for so many versions that I dont use them anymore. I immediately turn off scouting as it is always flubbed, and turn off coaching as it is way too easy to get HOF coaches and watch the AI ignore them for mediocre choices.

I like the numbering system for scouting and perhaps if your team scouts a player and two days later gives you that report that the stars go away thats what seems to happen when I do that on my ootp14 game

Since it takes you longer than 2 seconds to be notified of the arrival of the new scouting report, open it, and compare the profile page to the scouting page, you see different star ratings at 12:02:00 In the display posted by the OP, the AI teams, in the aggregate, promoted starting pitchers with greater potential, but lesser current skills than Jacob Turner which resulted in the "improvement" in his current star rating and "decline" in his potential star rating. His ability to to command his stuff, location, or produce movement did not change. The abilities of all other ML SPs did change and, therefore, the star ratings changed. You may test this by granting human control to all teams and having human control over all roster moves, and then asking for scouting report. Because no AI moves will take place, there will be no discrepancies in the star ratings for any players between the profile pages and the scouting report pages. Close the ticket.
