Game won't let me change scouting budget.

Just finished my first year. When I go to the Scouting tab and try to move the sliders to adjust budget numbers, they're all locked. I can't move them.

I couldn't change them before the season. Couldn't change them during the season (obviously). My calender is now on Dec. 14 (last day of Winter Meetings) and I try to change them every day, but can't.

At least the budget is maxed out to $18m. I just can't adjust the different settings. Is it still not time to actually do this? I keep getting the prompt on my manager home page to visit the Scouting tab and look at it. Thanks.

You can do it during the "preseason" period.

Do you know about what time on the calendar that comes up? Reason I ask is the game, for about 2 solid weeks after the World Series ended, kept prompting me to make changes in the scouting budget. I tried during those 2 weeks, but couldn't change it. I just hope I haven't missed it.

Click play button > read last few lines, there should be a preseason option. That's when Preseason starts.

Found the dates in the online manual after some digging, must have missed it before. Thanks all.

The dates for pre-season are based on your league schedule, not on a specific date. For MLB type schedule, pre-season begins early Feb usually. If you run a different type setup, say a short schedule that starts in June, your pre-season will begin in Apr.

Click on the checkmark, top right. In the drop down there options for "sim to", one of them is "pre-season".
