Arbitration Question

Just a quick question, as I forget....where does arbitration money come from? Extensions budget, or free agent budget?

I'm pretty sure it's "money for extensions" - because arbitration decisions get done before the FA period starts. Not positive though. I've always assumed that's where it's coming from, because once FA hits, the amounts for "money for free agents" and "money for extensions" seem to shift drastically.
