How do you make use of international complex
listed in the minor leagues? Does it do anything above and beyond the regular minor leagues?

The International Complex is where any international discoveries made by your scout will be housed (you will get a message when your scout discovers someone). It's really just a place to store potential players, and you can promote them to your minor league teams or release them with no repercussions whenever you want. The players there will develop, but they will not play any games.

A few helpful(?) points:
- the players in the complex automatically get promoted at age 20 - once you promote a player his professional time clock starts ticking so no need to rush them unless they clearly ready - don't expect big 'finds' off the start, even the good players my scout has found looked like duds when they were first discovered |

do players develop faster at the international complex? or would they be better off being put into rookie ball?

It does no one any good to send a 16 year old to rookie ball. He'll get chewed up and spit out. Wait until the kid is at least 18 before you think about promoting him.
