To be fair, there are times when a steal is just worth more than average. Bottom of the ninth, down by 1 (or tied) with a runner on first and 2 outs (and a hitter at the plate that doesn't have much power) is one of them.
So, if he's stealing (with a high success rate) at better times, he could be adding more than the approx. +0.03 wins per steal. Still 20 wins is a real stretch to attribute just to stealing. For slugga, think about it this way. Even if a steal played a key part of 20 wins, your other batters still had to deliver the hits or whatever that got that guy in and if the game's tied after that, then other stuff still had to happen too (and the people involved in that would also need to get some credit for the win). Theoretically, yes, but if you factor in the fact that hitters generally have a very poor record after a steal, I'm not sure the steal would have a positive impact in that instance. Much better to steal early in the inning so that more than just the batter currently at the plate has a chance to knock him in.....
