simple q re. scouting

I want to set my league up so every team has excellent scouting. I want to do so to set up an expansion draft, so every AI team makes intelligent decisions. I have been setting scouting to "100% accurate". but, I think what this does is make my scouts accurate to their ability....in other words, if the scout is rated "average" he will now be 100% accurate at being average.

Do I have this right? is there a way to do what I am asking? what happens if I turn scouting off?

If you turn scouting off the AI bases it's decisions on true ratings or the AI Evaluation settings you chose in the league set up.
I have played mainly with scouting off. I like it but others find it too easy to dominate.
