Independent Minor League Teams

Perhaps I could figure out the answer to this through experimentation, but I'll be lazy and ask.

If a minor league team is unaffiliated, how does it operate? Does it offer to make trades? Can one trade with it? Is there some way that its players can be drafted?

I note that there's now an entire AAA league (the Mexican League) with no Major League affiliations. OOTP ignores it, but it would be interesting to include in the game.

I thought the Mexican League was part of the game? Anyway yes indy teams can trade within their league and with ML's if you set it up that way. As far as a draft they can have that also. I like to have my indy leagues sign FA I have the Frontier League as a AA and I have yet to see them sign a player who was better then 1 star.
All these things you ask are just like setting up a ML.
