National Minor Leagues

I'm developing a Global League and want to have country-specific low minors. Is there a way to get the game to generate these? I set one minor league's nation to China and region to East Asia, but when I Randomize Cities, it puts the first three in the Far East and the rest in the US. Any suggestions?

You could just them yourself manually

Are the parent teams all in China or East Asia?

Not for the whole league. Could it be assigning teams that have parents in China to China, but defaulting the rest to USA? I need to check on that.

Now Randomize Cities isn't doing anything. At all. Just leaves the existing cities. Could it be because I started with a fictional league in an MLB framework?
