Where are the international amateur free agent settings

Looked for 20 minutes... can't find them anywhere. Anyone help me out?

Click on the Game button, then click Setup/Options, then League Setup, and then Options. The dropdown menu is halfway down on the left.

That's where you can determine the quantity of them, the signing cap and the reveal date.
