Any way for better quality amateur recruits?

Every year all I seem to get are a few 3 star potential guys and 99% 1 star guys. Any way to change this?

I am serious. If you retire all of the ML players, you will see the star ratings increase for the players in your draft pool and in your minor leagues.

Now, you can go to the player creation modifiers and bump those up, and get players with more skills than what your current MLers had when they were created. However, in 10 years when these improved players have taken all the jobs in all the organizations, your new players will look, in terms of star ratings, like the ones you have now.
