Striclly Bullpen????

Why is it I see all kinds of pitchers ready to be drafted that have 3-4 potentially good pitches and stamina of 6-10 and are rated "strickly bullpen"?

Probably because they aren't developed enough to be starters yet. Happens all the time, eventually the role with change if they do in fact become starters.

The recommended role is based on current ratings, not potential.
