Setting separate rotations as only the GM

I know I can set a team's rotation as a 4, 5, or 6 man rotation if I'm in control of the lineups, but I want to do this even if I'm only the GM. And my argument is this...

As the GM, one of my responsibilities is to draft and develop talent in the minors so that one day, some of the better prospects will make it to the show. To do my job more effectively, if there's an excess of pitching talent at a level, I'd like to be able to set my rotation to get those prospects some extra regular work. Think of it like a talent coordinator meeting with the team's manager and sending the message from above that he needs to make some changes.

As far as game function, I'd like Markus to add a menu option to override the team's manager settings so I can go with a 4, 5, or 6 man rotation.
