Minor League Roster Handling by CPU
Does the CPU recognize a difference between "High A" and "Low A"?

Seems to for me. Anecdotal evidence only though. If I ask the CPU to reset the entire minor leagues for me, typically High Desert Mavericks have older players than the Clinton Lumberkings.
In the end, it doesn't matter because I spend several hours tinkering with the minors after I get the CPU to do it's thing... Call me crazy
