Winter leagues

From what I have read and experienced so far the winter league in OOTP do not work like in real life. Would nice if they did and be able to customize it. For example you can have it that it automatically (or manually) grab players from
Different teams both major and minor that are of a certain age or level till roosters get filled. Be able set it to only pick players with a maximum of 2 stars but a potential of at least 4 starts (or what ever you want) This will help speed up their progress. Over the hill players to attempt to give them some life in their careers. And once the winter league season is over all players get sent back to their teams.
