Global League Setup Questions

Hi everyone,
I'm not exactly new to the game- I've been around since OOTP11, but I am new to fictional leagues, and had some questions regarding set up.
League Overview: Each country gets 1 team, a AAA, A, R. The sub leagues are by hemispheres, and divisions are by regions, I plan to have 2 Sub leagues, 6 Divisions in each, 16 teams per division. The playoffs have the top 1/2 of each division qualify after a 100 game season, and then a FIFA like tournament follows, best of 3 for most early on. The hitch is I want each team to have to have at least 18/30 players on the roster be from their home country, but that worries me in regards to talent, free agency, and the inaugural draft.
Questions:
1. Will OOTP auto adjust so that each team can get enough players from their home country, and will the free agents be relatively balanced among which country their from?
1(b). What should I click so players come from the team's home country, not the league's?
2. I would like it if the best free agents came from the best countries ie. US, Japan, but not necessarily more players in total than from other countries, is there a way to do this?
3. Will there be an issue with number of players from home country and inaugural draft?
4. Can I make the International players complex be for domestic players only, with the same rules applying?
4(b). If not, can I make the rookie league all from that home country?
5. How should I have players enter the league, draft is preferred but only if that works well?
5(b). What should the weighting percentage-wise be for people entering the draft/league?
6. Is there a way for me to incorporate overseas territories into one with the home country- ie. Dutch Antilles player for the Dutch national team?
7. What's the best way for financials to be set up so wealthier countries do better with free agents?

BoSoxFan, I've been hoping someone would answer you with suggestions from experience but sometimes a person asks a question here that is too unusual or involved to give a good answer.

So, I will give you a lame suggestion, which is to experiment with different setups yourself and see what happens. Save versions of the league and test each until you find the one that works.

Then perhaps you can come back here and tell us how you did!

I haven't tried this but I know some have. This thread may help.

You will need to customize the files to create the world you want, since historically only a few countries produce most of the players, and you will need to change that.

When you set up a league for a region you can limit the foreign players allowed for the league. Each region will have to be it's own league. Not sure the game can limit by team.

Financials will have to be manually set up after the draft. That will allow you to set up your rich/poor regions/leagues. Also allow free agents to go across leagues.

There is no relation to rich clubs and free agents per se, but obviously the areas with the money will pull better players in general.

As was suggested some trial and error will be needed. I "think" independent minors will allow you to control nationality, better than affiliated minors.

Be advised that the changes to the files in the database folder affect all your games. Absolutely back that up before you make any changes.
