Can't offer contract?

I did a search first but didn't come across this particular issue and I apologize if this has already been answered/discussed.

I am trying to offer contracts to my players, it seems like the offer contract option isn't available to players already on 2+ year contracts and is available for players who have 1 year left on their contract in general. The problem is I have a few players on my team who aren't available to have contracts offered with 1 year left and I have no choice but to let them expire.

Is this a bug? or something I'm missing?

Don't they have new contract signed in advance? J. Quick is such example as far as I remember. His contract is listed as "1 year" but when you go to his "Contract" tab you can see there a new contract already signed.

We're talking FHM here (not OOTP). FHM doesn't have options implemented now, I think.
