Not all leagues available to associate?

Greetings!

I'm setting up a very large universe - an expended version of the European Quickstart I did for OOTP 13. There are 43 distinct "major" leagues (24 of which I want to associate), but for some reason only 42 of them are showing up in the list of available leagues when I try to create an association. I have only noticed this because the league that is missing is one of the top-level leagues I wanted to associate.

The top level leagues are all listed as "International" league level in their respective league setups. Lower-level leagues are set as Winter League, College and High School, but all of the lower-level leagues are available to affiliate as well.

Is 42 some kind of hard-coded limit to the number of leagues one can associate? A tribute to Jackie Robinson? A tribute to Douglas Adams? A bug?

Well, I think I figured out what's happening - I tried adding new leagues via template to the existing universe. Once I do that, the league I just imported is already associated and one of the already associated leagues disappears. I think there's an issue with the game mangling league id's, or something.

Just to follow up on this, I recreated the association (thank goodness for templates) and the problem did not reoccur, so it's definitely something that follows adding a template to an existing universe.

Any chance you could share that universe? Sounds like an intense world of international baseball!

Also, I've noticed that templates are historically a hotzone for weird issues, especially since the introduction of associations. I've tried not using templates and going from scratch, but sometimes it's just too tempting (and much easier) to use templates. With lots of patients and finangling, often times you can work-around the bug, but might end up creating more.

I'm planning on it, once I make sure it's going to be sustainable over multiple seasons.

So stupid question, but I've never done associations, but kind of wanted to do something like that this year, but how do you go about doing them?
