Forced Deficits

I'm sorry if this topic has come up before. My search came up empty, so I am hoping someone tried this before.

I am doing a historical re-write (currently on 13 but hoping to move to 14 soon) later where I want anywhere from 50-90% of the league to have a yearly deficit (as in, the franchises are outright LOSING money and are in the red).

How would I go about forcing that? It is a league I want to fold for narrative purposes, so going into commissioner/edit mode is a possibility. However, I would like the teams to naturally collapse upon themselves if possible, allowing me to fold a few teams at a time.

That would be easy.

Fiddle with the financials. Drive salaries higher, or lower income (avg ticket price/attendence, media contracts)
