International Complex - Help Filling It Up

I just started a 2013 quick start game and have like 10 guys in my international complex.

Where / when do I find the young international talent to fill the complex?

They will be found by your scout as the season progresses. There are no games played there so there is no need to have it 'full'.

There is also a mid-season signing period to offer signing bonuses to a pool of available prospects. There is no minimum number of players to have at the complex, but there is a max. Once you have 50 (IIRC) prospects at the complex, your scout stops looking for new foreign talent.

FWIW, personally, I'd suggest lowering the cap on the Complex to 25 players. Not only is 50 a lot to manage and monitor, but the percentage gain of any worthwhile players is not twice the return.
