There must be an explanation for this....
The option to offer contracts and extentions to players under the ACTION tab is not there. I created a fictional league starting in 1990 and simmed ten years. I then took over a team as GM. I am in my second year (2001) and it seems all players on my team except free agents I signed have one year contracts. I have tried to negotiate new contracts to some of these players but the "offer contract" option is not available. Another thing is they are not listed as possible free agents either. At the end of the season I received a personal message from my highest paid player that he has exercised his option and will be with me for the next season. I just don't understand what is going on. I suspect there is something I did in "setup" but for the life of me I can't figure it out. I would really appreciate some advice. Thanks.

Yes, I have plenty of funds for signing extentions. I am allowed to offer contract extensions to coaches and scouts just no players.

Sounds like your not using free agency but rather have it set to reserve clause era rules in your financial section. If that is the case, you will need to uncheck that box and set up your free agency system to your liking.
